1. INVITATION
The Malaysian Chess Federation (MCF) and Persatuan Catur Negeri Terengganu (PCNT) have the honour of inviting all MCF States Affiliates and MCF Invited players for the The National Closed Championships to be organise in Universiti Malaysia Terengganu (UMT), Kuala Terengganu from 27th May (Arrival) to 02nd June (Departure) 2013.

*Certificate of Excellence shall be given to the top ten finishers.
*The results of this championship will be one of the main criteria for selection into the National Squad for international representation in the year 2013/2014 before the next National Chess Championship.
4. REGISTRATION FEE
4.1: A Registration fee of RM50 shall be imposed for each and every participant submitted by the respectives State Association to the Organizing Committee as a participation and registration fee. State Additional Players (Fulfilling minimum rating) shall pay RM150. Both event shall be FIDE-Rated and National Rated.
5. REGISTRATION PROCEDURE
5.1 All registration shall be submitted by the respective State Chess Association.There shall be no direct registration from individuals.
5.2 The complete registration form (A) and (B) must be filled and returned to the Organizing Committee not later than May 20th 2013. A copy must be provided to MCF.
6. QUALIFICATION UNDER MINIMUM RATING REQUIREMENT (STATE OFFICIAL PLAYER)
MCF State Affiliate shall have the right to send 4 Men and 4 Women as State Official Players FILL UP REGISTRATION FORM (A)
7. QUALIFICATION UNDER MERIT TOP RATING PERFORMANCES (MCF INVITED PLAYER)
Top 10 (All players) in NR List with registration by State [without using State quota].

MINIMUM RATING REQUIREMENT
Men Qualification : A minimum rating level of either NR 1650 OR FIDE 1800
Women Qualification : A minimum rating level of either NR 1400 OR FIDE 1550

12. TIE-BREAK
In case of any tie in total score, the following tie-break shall be applied:-
1. Direct Encounter (Berger table with a complete results must be attained for this
tie- break to be valid)
2. Buchholz score;
3. Sonneborn-Berger score;
4. Progressive score aka FIDE tie-break;
5. Progressive score cut Rd1, Rd2, and so on aka FIDE (fine) tie-break;
6. Number of Wins with the Black pieces.
13. TITLES AWARDED
1) THE NATIONAL CHAMPIONSHIP 2013 (OPEN)
The Champion will be awarded the title ‘NATIONAL MASTER ’ (NM)
2) THE NATIONAL WOMEN CHAMPIONSHIP 2013.
The Champion will be awarded the title ‘NATIONAL WOMEN MASTER’ (NWM)

Playing Hall is Chansellor Hall at Universiti Malaysia Terengganu, Kuala Terengganu

16. RULES AND REGULATIONS
16.1. The tournament will be played according to the Swiss System in 9 rounds.
16.2 The Rate of play shall be according to FIDE regulations 90 minutes with an increment of 30 seconds per move starting from move 1. (All moves must be recorded at all times)
16,3 FIDE rules and regulations for Standard Chess applies.
IMPORTANT NOTE!
Participants who have not been confirmed participation by their respective States and be present during the Players Meeting on 27th May 2013 at 17:00 shall not be paired for the first round.

19. LETTER OF INVITATION -
Players needing Invitation letters are requested to contact their respective State Chess Association before dateline May 20th 2013
The Organizing Committee through the MCF Secretariat shall only provide invitations for States only.
After the above dateline, the Organizing Committee shall impose RM100 for every late entry submitted.
